In our current PBEM game the Allied player set his maritime bomber to raider and it is now causing losses to the German convoy route from Norway. Is the counter to that placing a fighter that is within range of every convoy route hex? If not is there a counter? Thanks.

Yes. The two foes of a raiding maritime bomber appear to be a fighter in interception range of at least part of the convoy route---and bad weather. I'm pretty sure a carrier CAP can play the fighter role as well.

I don't know, but that's an interesting question. After all, submarines do benefit experience-wise from sitting on convoy lanes turn after turn if they can get away with it.

I don't think I've ever had a maritime bomber consistently do the raiding job long enough to find out. Inevitably, bad weather sets in or a lucrative naval target shows up and I send them after that instead.

They should do. From the editor it looks like they have the same value for Experience Points from convoy raiding as subs (and, indeed, every other unit type!)

They definitely do gain experience. In one of my games I've had the Canadian Maritime Bombers sitting in Norfolk hitting the Norweigan trade route for the best part of 2 years and they are close to 3 pips of experience.
