Do Fate Points disappear if un-used?

I could have sworn I noticed my Fate Point count decrease from one turn to the next without playing any Strategem cards that used any. Are Fate Points subject to "decay" over time if not used? What about Political Points?

1) There is some diplomatic events
responses that cost you FP.
2) PP are decaying yes, you couldn't save several thousands of them.

The one where another Nations leader "looks for a important Item" is one fo those.
If you support him, the Relations increase costs you a fate point.

Ah, I see. If I'd realized it would cost me a fate point, I'd have told him to go get stuffed. Fate points are valuable!
