Tanks starving to destruction

I'm waging a massive end war against my only remaining opponent after conquering the rest of the majors. It's a terribly grueling affair but I'm gaining land a few hexes at a turn. I basically have several units on all hexes facing my technologically absolutely superior foe since I for some reason cannot advance any more technologically, or at least veeeery slowly (55k bpoints needed for 1%, getting around 350 a turn and stuck at 97%. Epic setting).
Needless to say even with lakes around it's a handful to feed my population of millions and army and reserve of hundreds of thousands soldiers. Since I'm not able to advance my research into metal filtration, I'm afraid I'm going to run out of metal at some point and thus ammunition. And tanks, that require a huge amount of metal, since it's about the only way in addition to artillery, I am able to hurt the opponent fielding battledresses. So once the advancing troops start to starve for some reason I probably cannot explain but due to suddenly lacking logistics, also tanks start to disappear. I've always had problems with this issue, I mean ok some soldiers are dying on the line because of starvation, some are not. IT'S NOT THE TANKS PER SE THAT STARVE TO DEATH [:D]. I think there should be some way for at least some tanks to return to the reserve if this happens. I have not noticed it happening. Of course the opposing view would be that starving usually happens somewhere remote but a defensive line is not that. Maybe half of them return to the reserve?
P.S. I have to revert some critique I have given in the past about the AI. Even though the AI at hard difficulty still does not give a lot of challenge in general, my end war has been immensely enjoyable and part challenging. The opponent has just a crazy numbers advantage in addition to the tech level however seems a bit too timid to use it, retreats a lot when faced with my panic inducing 500 men MG units and still does not attack holes that open up. Or does not pursue if a hole opens up. Also has totally retreated straight from one huge city where I managed to luckily crab my first metal filtration facility that I will cherish like a first born.
P.P.S I hope you can turn off cloning facilities [:D][:D]

Techs that called "linear technology" (most of them are researched by Applied Council) are like repeatable techs in Stellaris - you're UNABLE to finish them. But every their 1% researched will provide a small buff in that area (that's their difference from "binary" tech - binary techs are need to be researched fully, until that they aren't give anything to you).
Or you done something else in horribly wrong way, because "metal filtration" is almost basic tech for many types of planets.
I would like to see your save OR at least screenshot of your economic council report

Thanks for the answer and explanation. The main tech that is not finishing and is stuck at 97% is personal armor optimization. Could be one of those linears? No other advances have been made in other orgs as well. I'm not at home at the moment and don't remember what for example the economic council is researching nor the applied science council.

Yes it is a linear tech
Every tech in Tech Groups : Applied Chemistry, Applied Management and Applied Engineering is a linear one, regardless of what council used to research it.
You can't finish them

Yes it is a linear tech
Every tech in Tech Groups : Applied Chemistry, Applied Management and Applied Engineering is a linear one, regardless of what council used to research it.
You can't finish them
Man I must have just INCREDIBLE combat armor at the moment in the game [:D][:D]. No wonder the AI is afraid of attacking. FEAR THE ARMOR [&o] !

You know, tooltips are not just there to obscure your view of parts of the UI. Usually they contain some very important information [;)]
(Note that both Linear Tech (level) and Binary Techs need a design pass to be worked into new Models. Only economic ones should apply passively).

Read the section in the manual on Organizations and set your council sliders to match what you want to accomplish. If you are not going to be doing covert ops, don't put much into the Secret Service Council as an example. Early in the game you probably want to set your Economic/Staff/Military Research/Model Design/Applied Science councils to high Discovery, and once you have discovered a few techs, lower discovery and increase research in order to concentrate on researching the discoveries you want to prioritize.
Regarding the linear technologies, keep your eye on them every few turns and switch objectives when they reach a target point. Generally, it looks like the first 25% comes quickly, but it becomes very slow once you reach 75%.

Thanks yeah doing this, military research is like 60% bc I tried to end this one research. But will change it now when I play the next time.

if i remember correctly most of the linear techs, optimizing things only max out at 50-100% bonus. so i always just bring them up around 50%-60% and then pass on them till i got nothing else interesting.
