Allied Invasion of Vichy Territory

I am not sure this was done intentionally but just in case it is an oversight I thought I would post it.
When Germany excepts France's surrenders:
At that moment in the game all French units disappear and all foreign units in France are moved out.
But the Vichy countries aren't formed so Axis powers can't immediately declare war and reinvade.
The Allied turn that follows finds the Vichy countries formed (Vichy France, N. Africa, and Syria).
But they have no Vichy units in them.
That turn only the Allies can declare war on the Vichy counties and invade with no opposition.
I used the 1940 Scenario to take Paris and force France to surrender in Version 8U6.
The following Allied turn found Vichy N. Africa and Syria created in the country list but no units in those countries.
I used the UK armor unit in Jerusalem to advance into Syria (after declaring war so I could enter) and capturing Damascus.
The End of turn showed Syria surrendering to the UK.
Also, I had a UK division on ships off the N. Africa coast.
These landed after declaring war on N. Africa in Casablanca capturing it.
This didn't force N. Africa to surrender but it did have the side effect of causing no Vichy French units to be formed.
