3.2.0 NEI Setup Bug

Germany has just DOW Netherlands. Cannot place the NEI Territorial in the same hex as Dutch Naval Units. For example try placing all the Dutch convoys and Dutch Transport and the NEI territorial unit in Batavia.
This works with version 3.1.0.7

When you say "This works with version 3.1.0.7." do you mean: (A) that the bug appears when you run that version?
Or do you mean: (B) that the bug no longer appears with that version?

Most sorry to confuse you.
I mean that when running version 3.1.0.7 with the save file I uploaded it lets me stack Dutch Naval and NEI teritorial in the same hex in Batavia. So yes, option B.

I might just add that I saw the same thing happen with Belgium, and setting up convoys and the Belgian Congo Territorial in the Belgian Congo.
Given there was a change listed in v3.2.0 to do with Territorials Cooperating incorrectly with other major powers a bug has been introduced where territorials are now not cooperating with there controlling Minor Country. Just a guess.

I noticed that this bug wasn't fixed in the 04.02.01.01 update.
So, I guess this is still a work in progress, right?
