Create amphibious HQ?

I am currently going through the Torch to Tunisia 42-43 scenario, and I must admit it does not go very well...
There are huge travel distances and little supply. I was considering an amphibious assault on Tunis instead, but I see I have no amphibious HQ units. Can I create them myself to set up an attack?

I'm playing this same scenario myself. There are no naval TFs at start or in the reinforcement schedule, so you are pretty much confined to slugging it out on land. Axis naval interdiction levels are a lot higher in this scenario than I am used to as well.
Air supply drops help some.

I can't get my transport aircraft to fly at all. Where do you base yours so they fly?

I use captured bases like Tobruk and Benghazi once I build them up a little. I don't expect airborne logistical miracles, I use them mostly to boost units that are straggling due to the attenuated supply situation in Libya.
If your transport planes are refusing to fly, check their mission setting.

Amphib HQs cannot be created nor can any other units.

I just finished this scenario-German major victory. Fun but difficult scenario. Moving onto Italy Campaign and starting a new Main Campaign trying the bombing strategy I saw in the War in the West Strategic Bombing Survey I’m viewing in YouTube
