This is a minor bug that was fixed but now reoccurring in latest hot patch.
On the save attached, no extra Axis air, Allies find 2 vs 9, Naval Air, CW 6 points, Air to Air starts at +3 Allies -3 Axis. However when using the surprise points to increase Allied Air value by 1 it actually shows the negative value reducing to -2 and when reducing Axis Air value the +3 goes to +1. When you advance to the Air Combat window the correct values are shown +4 Allies and -5 Axis.

Allocation of surprise points appears to show the Axis and Allies air combat values reversed +1 & -2.

Air to Air window shows correct Allies +4, Axis -5.

Thanks for reporting, is a known bug. I think Steve is making the right decision to focus his time on production at the moment.
