This is just a simply standard opening I been doing for the last 6+ games
I capped Warsaw and possible transfer cities so it should surrender, but

I opened turn 3 and WTH?
This some new code where Poland never surrenders or a bug?

No did the standard of capping citys that Government can move to - I got the standard Poland surrenders message after turn2
