How to create supply depots

It is not clear in the rules how supply depots come into existence. They are not listed among support units in the Production screen. Can anyone shed some light on this?

They are pre-set in the scenario. You can't buy them like airfields or ack-ack.

They are a resource in the editor to be placed on the map
