Transferring combat data between campaigns

My understanding of how to transfer the combat data of units between campaigns is to export it and then import it into the new campaign. So, let's say the decision is taken to increase a unit IDs attack value: the combat data is exported and then imported to all campaigns using it. Is that how it's done for the official campaigns?
So my question: if we have mods that can be turned on and off for graphics, is it possible to do the same for combat data?
I played a lot of Panzer General 2 and there were a lot of e-files (equipment files) available that could be activated for a different playing experience of the same scenario or campaign. A check was done for PBEM games to make sure both players were using the same equipment much like the PBEM++ check for campaign version. With this approach, if a change is made to the data in the e-file it becomes available to all campaigns using that e-file without an export-import.
