It appears to me that China OTH-SW system does not pick up surface contacts.
Is that right?

Its listed as surface search in the db and I have seen it detect ships before. It only gives a VERY general location. OTHs are not accurate for location or fire solutions. Really just for presence so you can get other assets in the area for localization. At least that is my experience.
