How do I construct a new organisation?

Do I have to wait until that option comes up in the decision tab or can I construct an organization whenever I want?

If so, how?

Call the Secretary I've just read in the manual. Sorry. Hard to find this information ingame.

This is one of those games where reading the manual is a good thing.
