Multiple Logistical Networks - is it possible?

How many logistical networks can a regime have?
Is it possible to set up a a second, entirely separate, disconnected network in a zone by having truck assets (points/action points) and a second SHQ in the zone city? What else would be needed? Oil?
I have this case and the network seems to be sort-of set up. Pull points are being generated, but there is no available logistic points despite the existence of a Truck Station, and SHQ (with stored oil) and a dirt road. It seems as if I'm missing something needed to get the network going.

Did you change the SHQ of the disconnected city to the new SHQ? There is a button next to "create new unit" button to change SHQ of a city. And is the truck station in the city, I don't think you can get the oil to it without logistic points otherwise.

Yes I did - but that is exactly the sort of suggestions I'm looking for - did I miss/forget something subtle like that.
And is the truck station in the city, I don't think you can get the oil to it without logistic points otherwise.
Yes, the truck station is actually a nationalized transportation hub in the zone city.

Did you account for the fact that logistic points generated are for the next turn? When you produce logistic points in turn x, you use them in turn x+1? Maybe you just need to wait a turn?

I don't know. This is a good question.
I purchased oil last, set up a work force, etc... all last turn. But maybe that just created logistic point this turn that won't be used until next turn. The network preview button does show capacity as though there will be a working network next turn so you might be right. If correct, as confusing as it is the first time through, I think it will be cool that it works that way. Takes a little time to get a new network off the ground - it doesn't spring to life fully functional.

Indeed, that was it - needed another turn to get the network off the ground. I now have two, separate, disconnected logistic networks.
Lesson -> If you start a new supply network don't expect it to pop into operation over night. It'll take a couple turns, at least. One must:
Construct or nationalize a source of logistic points and logistic action points (e.g., truck station)
Get enough workers and resources (iron/IP) to do the construction
Make sure you have oil (I'm pretty sure the network needs oil to produce logistic points)
After construction is complete, it'll take another turn before produced logistics points can be used
Now that I've gone through it and understand it (I think), I like how it works. Logistics infrastructure won't appear suddenly, and it shouldn't.
