[Fixed] HQ-9B Engagement Issue

While testing the new units, I noticed some strange engagement issues for the HQ-9B. The HQ-9B seems to be the only missile with SARH mid course update instead of the DL/INS mid course update found in other SAMS with ARH.
The issue happens when the HQ-9B system is engaging multiple targets. A good portion of the missiles will start with the "blind" message and will go to ARH terminal mode immediately after launch. This might be the result of inconsistent illumination behavior despite having no LOS issues between the shooter and target.
I've uploaded the testing scenario, you might have to run it a couple of times.
