How to change trade

Using v3.2.0

I'm not able to stop some resources from going to China. For example Cardiff in screenshot. I set mode to "defaults" and click top line then click None with options of None/China/USSR. I also set the Cardiff res to produce at a local factory like Sheffield. Then I set a Malaya res (there are 2 cp's in Bay of Bengal) to go to china by clicking on the left and setting trade to China out of the selection possibility None/China/USSR. Then I recompute.

However the Cardiff resource remains going to Kweiyang. Also when I open China production the Malaya resource doesn't show up, instead only the Cardiff res shows up as (TR).

Is there a way to fix this?

Try 'clear defaults' and 'clear override' on the Cardiff resource, and then recompute. This, I think, should fix the issue and the Malayan resource goes to China.

The save was from the stay at sea step, so I advanced the game to the Soviet break down step. I've found that this step is great for making changes that are kept to the final production step.

Once reaching the Soviet break down step I entered the production planning, and cleared the Cardiff resource 'default' and 'override' and then recomputed. And, at once, the Cardiff resource was released for production in the UK. And China got their three resources (Malaya, Congo, and Burma).

I don't do any Production Planning until USSR breakdowns. Every save and reload will just reset anything previously set so you are wasting your time doing it at any other stage other than to make sure you have enough CP to get what you want where. The Allied player does the Axis PP with instructions from the Axis player to avoid any save transfers during final PP. Make sure there is no peaking at PP during builds as well because when you have a peak any save will alter settings for the Allied player. The Allied player will get builds and find all his BP totals don't match with what they should be.
