Is the corporation supposed to spread to other zones? The report in the corporation says it's acquiring control points in other zones, but it doesn't actually get them.

I have seen them spread their control to the new zones than I have conquered, but it takes a few turns as unrest and damage on the private sector assets seems to hurt their infiltration on the new zones.
