Serious problem with naval war

Where to start?
For one thing maval units are blind. Move - and you will be surprised, no matter what. Now, fine - IF there were long-range recon aircraft. But there are none.
Then subs seem to be extraordinary strong against, well, everything actually.
Is that intentional?

The Naval War Mod? Changes a lot, that doesn't have to do with naval war. China? Number of ship attacks? Carrier superiority?
Doesn't seem right.

Yup, there are some issues with naval warfare. My biggest gripe in the one unit per hex convention.

However, there are some ways to scout out the oceans ahead of your ships. My favorite to to have a submarine unit scout ahead in silent mode. Slow, but the sub is pretty secure if it bumps into anything.

Although land based, maritime bombers make good scouts. I usually use these to check out the North Sea to see if the Germans are attempting any naval sorties. Carrier based units can scout too.

Airships make particularly good scouts when fully teched with a spotting range of 11 hexes, but only the US has them.
