bug...known?

i've found that if i move a fleet into a port and it is out of operation points, the fleet in that port, even if it has yet to move, also becomes out of operations points(thus cannot move)
Opts are based on the fleet not individual ships for a variety of reasons.
So take some time to think about how to move fleets before you move them.
