Blocking convoy raiders

The game manual says that placing a friendly naval unit next to an enemy naval unit that is raiding will prevent it from doing so. That certainly is the case if you have, say, a friendly destroyer next to an enemy sub. But does it also work if you place a friendly sub next to an enemy sub that is raiding a convoy? I tried this tactic as Axis to block the one Soviet sub in the Baltic from raiding my convoy from Sweden but it did not seem to work. Do "naval units" as covered by this rule only includes surface vessels?

Submarines can't attack other submarines in this game. So, it's most likely you can't use a sub unit to try and block a sub from raiding your convoy lines.
Considering the rather large size of the WW2 Soviet sub fleet (218 boats) their losses to U-boats were pretty low. The Germans sank three as did the Finns.

Bill - can you confirm that this rule only applies to surface ships and not submarines? Assuming so, I suggest this clarification be included in future game update.

Hi Michael
It does only apply to surface vessels, as Subs cannot be attacked by other Subs in the game therefore it would be unfair to allow Subs to prevent raiding.
