3.2.0 Public Beta Air Transport Game Stopping Bug

Repeatable. Game goes belly up at the Japanese air transport step. Public Beta 3.2.0.
3.2.0 game file.
By the way, if I save 1 land move for the Japanese these this bug doesn't happen. If Japan has 0 left, then the game crashes every time.
