Steam version,the screen that says Krakken,Matrix appears after clicking play,then black screen with music playing.I changed my setting to music off,so that is weird.Please advise.

So with music it doesn't play?

I ran the steam version here and it ran fine with or without.

Sometimes games do weird things because something gets loaded wrong. I have had SC3 and Through the Ages just dump on me for no reason. Sometimes they get corrupt, lose permissions, etc.

Previous play I changed settings to music no volume.The settings always save when game closed.I launch game the next day,click play,black screen cant start or do anything or see anything,just black scree and game music playing.[&:]

Post the error games logs. I think you are having an access issue

C:\Users\"your user ID"\AppData\LocalLow\Kraken Studios\WarPlan\player.log

Installs can sometimes botch but usually it is some security software causing the problem.

Do these things.
#1 In C:\Users\"your user name"\Documents\My Games\WarPlan .... delete -> options.dat, playerDataSteam.dat, playerData.dat (if it exists)

If that doesn't work
#2 In steam uninstall WarPlan
#3 In C:\Users\"your user name"\Documents\My Games\WarPlan .... delete EVERYTHING except the SavedGames (if you have saved games)
#4 Reinstall WarPlan fresh from steam.

If the error still continues you might have some anti-virus messing with it. If you have Norton it is notorious for messing with software.
#5 Put it on the safe list of apps with whatever AV/security you have.

Still doesn't work? (assuming you have this installed on your default location)
#6 go to C:\Steam\SteamApps\common\WarPlan\WarPlan.exe (right click) -> properties -> Advanced -> toggle on Run as Administrator -> ok -> ok

Also upgrade DirectX to the latest version

Ok so someone else had the same problem and I believe I know what it is.

The Matrix launcher got corrupt.

Uninstall via steam
go to C:\Steam\SteamApps\common\WarPlan and delete EVERYTHING in there
Reinstall.
