A basic question. It says that for a level 1 port the load rate is 2500 for fuel/oil and the same for supply/resources. Understood. My question is if there are 2 small ships in a level 1 port and both are docked with one (a tanker) ordered to load fuel and the other an xAKL ordered to also load fuel will both be carried against the 2500 for fuel/oil or will one be against the 2500 for fuel and the other against the 2500 for supply since the xAKL will be loading barrels not getting it through the pipes?

First of all, the load rate for a level 1 port is 100 cargo and 500 fuel. What you quoted is the daily amounts.

Second, if you would read section 6.3.3.2.1 of the manual you would see that fuel loaded in barrels is counted against the cargo limit.

Load rates for resources and oil also depend on the related industry present in the hex. And for fuel on naval support

This is getting me pretty close to understanding what has been puzzling me. If I am reading 6.3.3.2.4 right the table first lists the "per ship" load rate for the different materials. So if there are 3 xAKLs in Padang and they are all loading resources each ship could load 400 in the 2 phase day. That would total 1200 resources and therefore be under the 2500 daily limit for the port. Am I correct?

Not sure what you mean by your reference to Naval Support. NS does not affect loading of fuel on tankers or in purpose built tanks on cargo ships. It would help with loading fuel in drums as cargo.

Re-read the first two sentences of s.6.3.3.2.4 of the manual. They are very clear on which columns in the table refer to individual ship rates, which refer to aggregated port rates and the relevant applicable time periods.

All loading and unloading operations of all ships are counted against the total daily port limits.

You will have to disabuse yourself of the idea of capturing everything in the game into a spreadsheet. Ship rearming and refueling will eat into port operation points and wreck your spreadsheet.

There are no drums in the AE. Fuel is just fuel, whether IRL piped on board from a fuel line or rolled across in a barrel.
