Decoy Raider Bug?

Not sure if this is a bug or not. I moved my Italian fleet adjacent to a UK CV Fleet that I wanted to attack. I was surprised that neither this fleet (nor another nearby UK fleet) made any attempt to intercept me. When I tried to make my attack I found out why; my fleet was in Raider mode. My next surprise is that I was able to switch from raider mode to fleet mode and then make my attack. It seems to me that this is wrong (and now I am feeling a little guilty). If this is WAD then it will really make CV fleets vulnerable in the Pacific Warplan. IMHO a fleet should be able to switch from Fleet Mode to Raider mode at any time (even after it has completed both of its moves) but not vice versa.

It can change if it still has Opts left but this exact situation I never thought of. I'll look into it.

If the CV's are moving without escort, they deserve to get sunk. That said in a sub attack DD's and CA's should take the losses before the CV.

Not really. The Wasp, Shinano, Tahyo and Shokaku were sunk by subs attacks (Wasp on transit to the Salomon, the Jap ones during the Marianas Duck Shoot).
What happened to Harrybanana is like the situation i which you move the your units against an enemy country troops, and then realize that you forgot to declare war on that country

The CVs were not unescorted, there was a BB with it along with other ships. And my units were not subs, It was an Italian surface fleet of 3 BBs, 3CAs and 2 DDs (or something like that). There is no way this size of a fleet should be able to sneak up on an enemy fleet with carriers (unless a night move) and make a surface attack without the carriers getting an airstrike first.
