In Jue of 1940, 3 ships of Japan help Italy and German navy by searching and jockey for position in middle east.
It can not be happen in reality.

Likewise, the US can send ships to help the UK/Australians scout in the Pacific.
Historically, political and coordination barriers would make such 'scouting' infeasible.
For the Axis to send ships around the world would be a logistic nightmare- it was hard enough for German subs which used much less fuel than surface ships. The game doesn't handle naval logistics that well.
Anyway, probably the best way to handle this is to reach an agreement among players not to do such practices.

Well, US is restricted by Panamerican zone, while Japan can go freely whereever she wants. A recurring strategy I am starting to see is planting a lot oj Japanese ships both in Indian Ocean and Red sea, which totally hampers allied fleet movement near Italian East Africa.
And often Japanese DD's scout places, where GER/ITA ships are raiding convoys, providing with info/serving as a shields.
It seems in this game Axis has a wide range of cheese strategies. As if they needed it. [;)]

No the US can send subs, carriers, BB, infantry units, HQ's, etc south to Fiji, then to Australia- then west to India- all before it is in the War. Just can't have too many units close to Midway.
At first I thought this was unfair, but given the "cheese" Axis strategies, it probably works out. Good to have an early intervention force in place quickly in India...

Japan cannot move to the Atlantic Ocean, this will mobilize the US. So the movement of US and Japan are compareable.
The Uk can always declare war on Japan and sink the ships with a surprise attack with it's carriers.
Declaring war on US this early is no option for Japan, so it should be more of an allied advantage.
I see players use this a lot with Italy when it is still neutral, sometimes the UK declares war on Italy
and sink the ships so this strategy can fire backwards.

Seems like scripts would be doable to address this-one option would be requiring a minimum number near say Tokyo and San Fran pre-war.
