[1.05] I can't upgrade a conquered mine

I am playing in a world and I found a single iron mine near my territory... occupied by other nation. After the fight (I won) I haver tried to upgrade the mine, but there is a message saying in blue:
No deposit discovered for this type of mine in this hex [&:]
Is it a bug??

Well it is certainly weird. Is the mine still producing metals? Are there are any metals in the hex?
Might be the AI build the wrong mine in the wrong spot

Yes, the mine is producing metal. After a few rounds, I finally could upgrade the mine.
