Like I think you need to make roads to mines and stuff right but what about stuff like "Brothel" and the monument that gives +1 political point? When you go to the detailed view it says hex perks need to be connected but is that really true?

And if you do, do you have to have trucks going there too or can you use the signs to save on those points.

No. Hex Perks do not need roads.

Hex perks only need a land connection to a friendly zone, no road necessary.
