Can't stop oil from being produced

I will send a saved game shortly, but it may be some rule I am not aware of. I built three synth oil in one city for Germany. In the production phase I am trying to idle or save all three, but two always go into production and I can't stop them by clearing defaults and choosing some other use.
perhaps I am just missing something? anyhow, I will dig up a game file and send it.

No, I'm afraid you're probably not. One workaround, trying saving using the override form. And then keep trying to clear and change the default form. I've found oil to be very stubborn to change from production to save. It's like they have a mind of their own.

as I rememeber you can only save one in each city.
but it look like a bug. productiom is basicly pretty bugged.
I guess nobody ever found that bug, because nobody would ever place 3 synth in the same city. its just to big a target

right here is the file... I give it a 50 50 that it's my brain that's bugged and not the program...

I suppose a near term solution would be to edit the synth's location? if one could do that

This is indeed a bug.
I've changed the game for you, using debug and editing tools. I'll hope you can restart your game.
