1.11.03 air Unit Fuel and ammo

I'm playing Axis and T3 I notice air ops are not working as expected or as they did at game start. Transports on massively oversupplied air bases are transporting only about 10% of stated fuel capacity per mission instead of the 1/3 I was used to. 100% air base ammo supply is sufficient for 1 bombing mission. Generally, my airforce which is close to rail heads barely flies. Is this WAD or is my opponent playing on a different installation?
