Fire report

OK not this game but another JT game, Napoleonic one but someone may know the answer.
Getting nowhere quick with this, how the *&%* do you turn the Fire Report on?? There's absolutely nothing in manuals, can fingd nothing doing a web search but the getting started doc says there's a Firing Report.
