Question about stalled research

Have some military research, armor optimizations, 'stuck' on 86% for what seems forever. With OOB actualization showing similar behavior with showing the actualization set for many turns on 100% before finishing i did not think much of it but, now with the direct opponent showing of his laser weapons and walkers in military parades i feel that 'we' with our machine guns and plastic tanks need a bit more punch real soon. Already increased the budget and twiddled with the appoint BP switches but this did not do much. The current head of department while a big goof, always on the negative side when everyone agrees, rated as I but with a suitability rating of 74% seems quite oke but i do wonder if lesser suited beings from a higher tier will create less hold up with finishing research.

Questions :

Is it normal for research to stay on a certain % for multiple turns?
Do higher tiered appointed heads of departments achieve better results even when they are less suited according to the numbers?

What its happening its than you're trying to reach 100% on a "linear Tech". Linear techs give bonuses as you progress researching them, that means, than as soon as you have 1% of the research progress, it will be giving you benefics, the problem its than the closer you get to 100% the more expensive it gets, to the point than its practically impossible to keep researching it. To apply its effects you need to create a new model (can be based on a previous one or a completely brand new model).

When you assign better personal at their councils they perform better in the aspect than they get more progress done with the same budget, that happens because they have more points in the perks than they need for their job, but the higher INT/WAR/CHR they have, the more xp they will get (In the case of OHQ, the more WAR and CHR score they have the better).

The higher a character's capability level, the faster their skills improve. What actually directly affects the results are their relation level and their skill totals in the skills they're going to use to run the department.
