Human torpedo

I feel kinda stupid asking this, but can anyone tell me how to use the Human torpedo I pay for as Italy? Thanks

If I remember correctly (from WaW) it gets used automatically later and either succeeds or fails without any further player input.

it's an event that can happen every turn (with a very low probability) without you having anything to do

The Italians hit me a lot in every game that I play. I have gotten to the point of keeping my Allied ships out of port as much as possible. After I have been hit, I keep track of those ports because they are now safe from every getting hit again.

This is a point that needs to be clarified, but for me a port can be hit several times.

A port can only be attacked once by human torpedoes, so after it has been attacked you can safely put ships back into that port.
