[1.05b9] Unable to transfer independent Units between SHQs

Sometimes when using independent units (non militia nor from a formation) its impossible to transfer them between differents SHQs, the problem its than sometimes it happens and sometimes it doesnt, maybe its related to the loss of a SHQ/zone.
