How to do Paratroop Drops??

I have a Para Korp in Sicily and want to drop it on Malta!! It's size is 20 and I have 3 air transport units but I can not drop the para unit. Is air transport 20 to 1 like ship transport or 1 to 1 or what?! The manual does not say!

It's 1 transport for 20 paratroops.

My Efficiency IS at 100% An I have 3 air units but no joy on dropping the AB unit!

Also, it can only drop on empty hexes. So if Malta is occupied, you can only do a landing on the adjacent beach hex. If the attack from the beach eventually destroys the Malta garrison (blockade the port and bomb the unit for quite a few turns before), but you have no movement left to advance, then you can use the para that same turn to capture it before the UK can send another unit.

They must also take off from a hexagon that is valid to deploy aviation (:

I find the airborne rules overly burdensome. You need to be an an hex capable of air ops, have 100% effectiveness, and good weather. On top of this, weather can drain effectiveness, so you can prepare for turns, only to have it go to 99% because of weather. I gave up and just used them as infantry rather than endlessly try to prepare them every turn and waste supply units on them.
