In city screen under other orders what does
"Forbid Pop to buy Free Folk" do?
What does it mean for game play?

If there's a labor shortage, the population can spend private wealth to attract extra free folk to the city. You can check that option if you think it would be more useful for the free folk to go somewhere other than that particular city.

Does this prevent slaver events too?
