Still testing out things in singleplayer and noticed I was unable to build an airbase in a newly conquered city that came from a farmer minor regime, despite the only assets being a public truck station and a private dome farm.



e: After a bit of experimentation I can confirm it's the presence of the truck station blocking construction.
