What determines how much a zone sends to the SHQ vs. it's own stocks?
Here, the zone sends all of it's metal production to the SHQ, but only a small portion if it's IP. Yet, the SHQ needs are exact opposite.

A zone will try to send all that is surplus. For own stocks the zone retains 2 turns of food plus next turn requirements of other items

Food cons 50 stock 100
Energy cons 50 stock 50

Metal/IP - More cons was planned but some other reason prevented it

I see, I think. So we don't have direct control, but can influence it for the future by other things we do, such as start construction etc...
