[Manual] Barracks description

On page 333 it says:
"Barracks (#32) This Tech allows you to construct Barracks Assets. These provide QOL Security Points and improve training of your Troops inside the Zone."
The "inside the zone" part isn't true, is it? The training speed bonus of barracks is regime wide, right?
