My bombers with a dogfighting score of 58 have a 1% modifier, my fighters with a dogfighting score of 106 have a 1% modifier when attacking enemy planes. Couldn't find out what my rocket fighters with a dogfighting score of 208 got, because all enemy planes were already destroyed.

Fixing this for upcoming beta20. Quite a big oversight.. Its a factor of 100 off! Thanks a big bunch for pointing this ou.
