Opponent's points in campaign

What is the range of points to purchase units that the computer gets in a campaign? Is it based on the points I have or started with? Totally random?
I'm assuming here you're talking about the Campaign Generator or the Long WWII Campaign.
In which case, I believe the influences are:
1) How many points you started with.
2) The type of battle.
3) How much advantage you give the AI.
So I believe the high-level answer is that the opponent's points are a function of yours, with the ability to adjust the coefficients. However, I've not seen the code, so I can't speak with any certainty.
