Is this normal. I don't think I've seen this before.

Yes. If the port is frozen, the convoys can´t depart or arrive.
This is the reason why narvik was so important.

Also remeber that a Frozen Helsinki means no LL to Finland...Unles the railroad issue have been fixed (and I don't think so due the nature of the coding).
