[1.05 b18] Militia units in SHQ sent to OHQ

Okay, militia units being stationed in the SHQ is normal, right?
Some of these rifle militia units actually managed to get sent into an OHQ brigade unit though:
The unit was destroyed and I reformed it using the "missing units" tab in the raise formation screen.
Edit: Just sent a save for this.
