Weather to DOW Fail

Using 4.2.1.1. S/O 39. Finished Allied Impulse #2. After weather phase, I get an error message, and the game freezes. Can't advance to Axis DOW phase. Zip file attached.

I just restored your saved game and did not have any problems after closing the weather form.
What was the error message?

What was the error message?
I just re-installed 4.2 and 4.2.1.1, and now I don't get the error message.
