Playing Beta U16 I have the entire Italian fleet in Tobruk (port value 4) and it is supplying the 9 ships as if it were a port whith value equal to or greater than 5.

"port value 4" is < 5, right?

If resupplies upto 4 ships. So if you moved 9 naval groups from an unlimited supplied port to a 4 port they still have max supply values. Their group supply doesn't drop per turn in port, only out at sea.

If this is definitive, maybe some clarifying notes in the manual?

From last manual:

page 53:
Naval Unit Port Supply—When naval units are at a major port, size 5 or greater, all naval units are
resupplied at no cost to supply stockpile. When naval units are in a minor port, the number of naval
groups that can be supplied is equal to the port size. All other naval groups will not be supplie

page 48:
Ports—Any number of naval groups may supply at a major port. Minor ports are limited to supplying as many naval groups as
their port size. Ports can hold any number of naval groups but minor ports have a supply and repair
limitation

I never knew how hard it was to write a game manual. It is a lot of work.
