With U17, I am able to toggle naval groups (subs and non-surface) between raider to fleet mode while at sea.

When you start your turn or when have you spent one of the two operation points?

After I start the turn after having been at sea the previous turn. My understanding is once you leave port, you should not be able to change.

It seemed to me that I understood that the mode change could be done at the beginning of each turn, but not once a movement point was spent.
This avoided approaching landing craft in raider mode and switching them to fleet to disembark.
