Verifying - U17 - Canada has almost no oil. Intentional?

I am not sure of when Canada became an oil producer, however, I also do not remember having to trade oil with Canada in previous versions.

BTW - I ask as I am unable to move a Canadian fleet due to no oil.

Perhaps because you never had to move the Canadian fleet to protect convoy lanes? [;)]

As far as I understand the rules, minor countries will provide their controller with the surplus oil after fulfill its expenses. So , if for example, Canada has an upkeep of 1 oil, they would provide 4 to the UK.
In order to provide oil stock, they need to receive oil from the UK.
This said, if Canada is losing oil stock after the upkeep update, maybe something is wrong.

UK needs to send some oil to them.
