Let's say you have 2 panzer divisions which you would like to act as a tactical reserve for an army and the army has 4 corps. Would you:
1) assign the divisions to different corps
2) assign the divisions to the army directly

Since it's always better to have as many higher HQs as possible, and that (for all I know), there is no range penality on leader rolls for a corps, I keep divisions at corps level as much as possible (if you have command space in any of the corps of course). This will mean better MPs by example.

Others might have other ideas, but that's how I do it.
