Movement in Norway. U16

This movement does not seem correct, it is in Norway playing with Beta U16, it does not consume extra movement points in enemy controlled hexes?

note: the other German division that appears in the image made that same move just earlier in the same turn.

Division doesn´t exert ZOC in adjacent hexes, only Corps and armies does. That's the reason whythe german unit was able to move the 5 hexes.

Each hex is 25m (40km).... Divisions at most can cover a 10m (16km) front. Thus no ZoC.
