Worker happiness dropping because of lack of funds for wages should be included in the tooltip

Right now it's not, which makes it hard to figure out what's wrong.
I had reported this as a bug ages ago.
As a suggestion it makes very little sense, as it is a clear issue communicating a rule to the player with the UI.
