Stavka, Front or Army? Where should they go during the 41-42 winter offensive?

I like to build one in each army and two in each front. Honestly, these become much more important later in the war when you need to repair your lines faster. You won't capture as much ground in the first blizzard.

STAVKA shouldn't need any, but some people build all their SUs in STAVKA first away from the front lines so they can train and gain experience and morale quickly.
