KMZ/KML File installer program

Does anyone have access to the KML KMZ installer tool that Baloogan used to use?
The current link is to something in PYTHON and I have no clue how to "open" the tool and use it.

Have you tried
this one? Its what I use; just run the exe.
It gives every item a dbid of 10000 so you'll need to manually look up the dbids and replace it in the inst file. Can be really annoying if you have lot of items. Find and replace is your friend.
